As far as I can tell, YT decisions to block are kind of unpredictable. It makes sense to dispute or resubmit once or twice, but if that fails it might be best to take the L and move on. I've seen vids from content creators that got completely burned out with copyright/blocking disputes. Getting the occasional block seems to be an unavoidable cost of doing business on YT. Think about it like being a goalie, even the best concede a goal or two per game.
