Tyrion really cared to save Jaimy and his sister covering it under "I do it for the people" and Varys was totally fine when she sacrificed her army for protecting the realm but from the moment he learned about Jon he started switching sides and tried to assassinate her. Tyrion just had to betray Daenerys by letting his brother just before the battle showing his priorities to her. So yeah without them she would have taken the city long ago and not burning the people.

This was why he wanted to kill her because he knew that she would ruin the realm.
