Sometimes you just want something a bit silly, mysterious, and fun.
Based around wanting an item capable of delivering the Fear spell cone, but for an Uncommon tier. It is balanced against a Pearl of Power stronger abilities while tuned for a single and low tier level 3 spell.
A few things referenced here in the art design, so excited to see who catches it.

Description:
This skull, while natural in form, seems to be grown of a quartz like crystal. Smooth and polished, the three deep eye sockets still hold a terrifying visage. These are said to hail from the twisted depths of the Far Reaches, found commonly among cult leaders or the forgotten shadows of the old world.
Tabs:
- While held, the user is able to cast the Fear spell with a DC:13. Once used, this feature can’t be used again until the next Dusk.
- While held, the user can understand and read Deep Speech, this does grant the ability to speak it.
- This can be used as an Arcane Focus.
