Dawnlight's Censer: One-Sided.

Catching up with my first Censer!, I was debating a low tier rare or a very top tier uncommon. While it only has 1 charge, I tried to put enough limits on it to keep it from being game breaking.Lack of Attunement and Concentration ended up giving it a soft bump up to Rare.
Thoughts and opinions? I think it opens a bit if dynamic options that can really pay off in the long run with some planning.

Description:
This metal censer never needs to be emptied or filled. The carved enchantments allow its daily use without materials. Its decorated metals bear symbols of the dawning sun, but its elegance does not betray its utility. Hanging from a foot long metal chain, this was designed for use, not decoration.
Tabs:
- While held, this item counts as a Holy Symbol for the user.
- Divine Mist: While on the user’s person as an Action, they can speak a prayer causing the censer to ignite. The censer begins to fill a 15ft Radius with an opaque glittering white smoke that moves with the user, lasting for 1 minute. While within the area, creatures of the user's choice gain the effects of the Divine Favor spell. The number of creatures affected cannot be more than the User's Proficiency Bonus. Once used, this feature cannot be used again until the next dawn.
