I think it is quite possible since the Ace cover story was published from April 2003 to January 2004 and the G8 arc was aired in June 2004 :) But I heard that the G8 was originally a scenario for a movie, so in that case, I would think that the author would have received the script about a year or two before the actual production. Maybe Oda found out that the next movie might be set on a naval base, so he created a cover story for Ace as a fan service ;)

The ship on which Moda's parents boarded was designed with the word "meal" written on the sail, and chopsticks and a pot sticking out of an upturned bowl. People can tell at a glance that it's a serving ship :) I know the G8 arc is filler, but I love the fact that both Ace and Luffy once broke into a naval base disguised as marines lol
