As far as I know no westerosi lord gives up swords or tools as tax/tribute to their liege lord, it’s either coin or food.

2025-01-15 15:13:44 +0000 UTCBeing honest, a war with the south would be a joke, I know that the reason is to have some drama for the plot, but he could easily rebuke Ned by saying that he stayed in the north to benefit the north instead of going to Essos like he originally planned, in view of that he could simply refuse to build anything to them and tell Ned to tell Robert exactly that, no need to say more, I could see Ned caving to that easily.
