It is a red hulk but it is not thunderbolt ross I believe it to be a obscure character called madman Samuel sterns (The Leader) brother who also takes hulks blood in the comics he is obsessed with hulk similar to how Todd is with she hulk. So I believe Todd got she hulk blood and gave it too himself becoming madman amd saving for a end credits scene revealing the leader
