The obvious answer would be the Kaminoans. That's why I think it's possible that the writers may be playing on that expectation to make it someone else. My crackpot theory (Most likely not true but what of it) is that it's Boba and he's concerned about Omega for some reason (Maybe she looks like his aunt Arla from Legends?).

I think the Kaminoans put out the contract to get Omega, but I think that Boba was the one they hired, and he sought out Fennec in order to work with skilled person closer to his own age. This would explain why he went out of his way to find and save her in Mandalorian, and whose was so willing to work for him in return.

Has to be the Kaminoans nala su or however its spelled must need Omega for testing to create more of her or even just Hunter, Wrecker or Tech to create more 99's.

It's gotta be the Kaminoans. Why else knows about her?

Maybe a longshot, but what if the Emperor senses her attunement with the force and sees a possible clone army of force users as a major threat to his power. Could be an emperor/vader contract. We have certainly seen them hire bounty hunters before.

I picked someone else, and specifically I think Crimson Dawn is the most exciting option. That scenario would also parallel Attack of the Clones -- Maul instead of Dooku, Dryden instead of Jango, and Fennec instead of Zam.

I feel like it's someone else, because otherwise I think they would've shown who she was talking to, there has to be a third party we haven't met yet that she's working for.

The Kaminoans - specifically Nala Se, and I think she specifically got Fennec *JUST* because of that code of honor that she has - "Don't hurt the child/protect at all costs" would likely have been directive 1.

Occam's Razor. Who do we know of, in Star Wars that a) known who Omega is, b) believes her to be important enough to warrant hiring a bounty hunter to track her down, c) could pay a bounty hunter enough money to track a moving target, who is surrounded by the finest squad of soldiers the galaxy has? It HAS to be the Kaminoans.
