If Charlie is correct and she can't use The Loom of Fate by herself, do you think she will have to convince her sisters to help or make new Fates?

I feel like they will train some of the legends to be fates as this is similar to how they tackled the totems and formed the beeboo by having each one take a tetom that fitted their personality

Not baby making, but reinventing yourself. Sarah (the assassin who has died and come back to life) with her visions of death will be the third sister. The one who cuts the thread should be someone familiar with death. Zari, who has lived more than one life, will be the second sister. More than anyone else on the Waverider, she knows how drastic a person's life can change with the slightest twist.
