I think she working for Bruce or Bruce adjacent. I think the book has codes to create more bat suits. Bruce or Bruce adjacent doesn't want Luke or them to go on the hero path because of the major darkness they had too go through. (Batman Beyond Return of the Joker)

She wants it to keep Batman/woman in check & she got Lucious killed when she trusted Bruce's best friend(Tommy Elliot) to do it. But I'd be interested in her being bad. Maybe she is the one that told the bad guy about the journal and it's Sofayah.

Honestly don't even blame Julia, she even told her she was kind of stalking Kate. Kate's red flags should've went up, but oh well it could've happened to anyone. Edit: I just saw I was talking about Reagan, thanks for the correction Kevin. Well Kate must have some bad luck since here exes are trying to manipulate her.
