I don't believe it was part of the Monitor's original plan but he's pretty much all knowing. He's manipulating events to get Oliver to what he wants anyhow.

I think Monitor is trying to stop Oliver from building the device, not because it could kill him, but because it could make the Anti-Monitor stronger. Remember, it's based on antimatter.

I think the bigger question is how funny would it of been if we saw the Monitor use a blowpipe to tranquillise them, with some camo paint on.

I assume since he's "asking" for help he knows he can't do it alone, otherwise if he did then what's the point in any of this?

The Monitor instructed Laurel to steal the plans, so he definitely knows what Oliver is up to. However I believe it was a test for Laurel. We have seen The Monitor take people through space and time so if he didn’t want Oliver doing what he’s doing, he could easily stop him at any time.

yes he knew the type of man oliver is when he made the deal so he worked around it but he made sure to send lyla to put oliver in check if oliver tries to pull a fast one

I think it is part of his plan. My only reasoning is Spoilers for the Crisis on Infinite Earths Comic. But the show might not go that way. So we'll see.

I feel like Oliver has been fed information about the Anti-Monitor due to nobody actually knowing there's two of them and so is not working within the Monitor's plans, but this could also be a twist on the comic stuff so who knows.

The monitor makes no god damn sense i hope they explain everything. He's alsways asking others to do things for him, and Nash Wells is calling him a false god, so he might not be as powerful as he seems.

I feel like the monitor would have some wicked witch of the west crystal ball and would always know what’s going on and could appear at any moment, so I’d say this has to be part of his plan or Oliver would have been approached by now.... also what’s the chances you guys would be interested in re reacting to the pilot episode bring that we only have 2 more regular arrow episode left???

I don’t know if I’d call it part of plan, but I think the Monitor knew Oliver would ultimately move against him and counted on it. Everything is proceeding as he as foreseen
