I don't think Gabriel would have that shocked look on his face when he was going down to Negan if it was him who let him out.

I was gonna say Daryl, but he said he was keeping an eye on Lydia that whole night. So I am gonna say Gabriel. We know that Negan and Gabriel have more of a relationship than the others back during the Saviour war. Since Gabriel was the head of the council here, I believe he said "I'll clear my head for tomorrow" as a diversion because he knew in his godly heart that Negan was in the right.

Gonna have to say Daryl, he was so certain that it wasn't Lydia and while i don't think he cares about Negan he needs Lydia to stay and if they executed one ofthe only people there that she's close to she might run off. Certain it isn't whisperers as then they'd know Alpha was lying about Lydia being dead

i think the whisperers released negan to join them because he protected alpha's daughter and she is going to reward him by getting his own kingdom. but negan will refuse and try to help Alexandria by tricking the whisperers that he join them and destroying them from the inside.

My money is on Daryl because, while I don’t think Negan can ever be fully redeemed for what he did, nor should he, I think Daryl sees that he is at least trying. I also think that Daryl agrees that Alexandria is out for blood and are using Negan’s past to punish him for something now that was not his fault.

I think the guard with the spear let him go. Why would Negan be out of his cell at night? The guard then shows up and asks what's going on after Negan breaks up the fight. What the Alexandrians did not ask at the council meeting was, who let Negan out in the first place to "attack" the highway woman?

I said Daryl originally, but now I'm thinking it might be Carol. She could be giving him a sort of ultimatum: you go out and kill some whisperers, and we'll let you go as long as you don't die

I think Daryl did it mainly out of sympathy for Lydia since Negan saves her life.

My money is on Darryl. He can't bring himself to see Negan die but also knows Alexandria cannot carry on with his shadow casting over them. He did what he had to do, gave him some supplies and told him not to look back.

Siddiq because he wanted everyone to stop focusing on Negan and instead on the whispers and letting him out would be the easiest way to do that. Also the kid who hesitated beating lydia wasn't part of the highwaymen he was one of the kids at hilltop.

Wild guess but what if Negan found a way to get out years ago, he's had no reason to leave until now with his life being threatened. If not Siddiq is a close second.

Well... after Lydia was saying Negan didn't do anything wrong, the shot moved onto Siddiq watching Negan being escorted away... idk, that scene just stuck out to me for some reason. My guess is Siddiq, and if not him, then someone else not on this list.

I'm throwing my chip in for Carol (and that's hard because I like chips) She wants everyone to focus on The Whisperers and everyone's talking about him so she let him go, maybe she's even hoping he'll kill Alpha.

I think it was siddiq and he's been the whisperers informant as to when they crossed the border.
