The difference between the evil black gate men and the Oliphant men is that the Black gate soldiers are easterlings (Probably from Rhun with their golden armour) and the Oliphant men are Southrons and men from Harad. The difference probably being the Easterlings have much better armour and aren't really seen after the black gate in the movies and the men from Harad have much less armour and wear darker clothing.
