Yes. He was clearly meant to be rebound guy that the audience is meant to hate for getting in the way of MM/SB. I wish they had added more to his character than that though.

We also learned that Superboy and Miss Martian have been broken up for less than a year. She threw him birthday parties every year they were together. Then she said this was the first birthday he didn't get a party. Lagoon Boy really is the rebound guy.

Just to say about Captain Cold normally his gun is also non lethal. It just puts people into suspended animation. So even if he shoots someone it does not hurt them.
