To the average mage such high tier magic is mythical and something you would hear of in legends, meaning that it might as well be exaggerated or false info. The only ones who really have proof of its existence are the ST and few others. Even in canon i think Fluder being capable of 6th tier was something some people doubted due to how insane that sounded. Remember that the tier if the 13 heroes is the 5th, and they already were considered over the peak of humanity. Question though, I thought the existence of manic above 6th tier was known. Is Arche and Rayne surprised about its existence or that fact Satoru has beaten monsters with that strength? Also, do you have a point of reference of what the monster looks like or is this an original design?
