Johan has only been dressing up like Anna since like episode 41. So he killed Petrov and the maid as Anna, and when Grimmer was saved from being tortured that was also Johan dressed up as Anna. Jan Suk was also going to the bar with Johan dressed up as Anna. That's why the killings were done pretty cold-bloodedly and were very unlike Anna.
