The thief thing you remembered from the previous episode was that a thief had broken into Maho's hotel, but the laptop was already with Daru so they didn't find it. For the Russians, if you remember from the original SG, Kurisu's dad went to Russia with the time machine paper that she wrote. Okabe assumes that the people who destroyed the laptop were the Russians because they already have a path to a time machine and thus it makes sense that they would destroy anything that might allow others to do so (like maybe a copy of the paper on that laptop). I would ignore the comment about foreshadowing. One of the things that I don't like about SG:0 is that it's very sloppy about foreshadowing, often using ham-fisted red herrings to prevent things from being too obvious. You've remained blissfully unaware of it and I think it's better that way.
