I think the main point the older enforcer, Masaoka, was trying to make was that you risk all these things (your hue, your life, the reputation of those around you) by getting too involved in understanding crimes and criminals in this system, that it was a mess before they had the Enforcer system in place. Meaning they didn't use to use latent criminals as hunting dogs before, and now that they do that's supposed to be the layer of separation to prevent the corruption of the inspectors. Gino is insisting that she's a fool if she's willing to still work alongside the Enforcer's rather than command them. At least as far as the system is setup, as an Inspector the only way to succeed is to use the Enforcer's to never get in too deep that it would cloud your hue.

The way I understand it you can go one of three ways as someone who deals with crime on a daily basis. First it could unfaze you completely in the sense you can separate the work from who you are. You could also learn to "think like the criminal" in order to predict and theorize motive, MO, etc. But then you are thinking about how to commit crimes, to the system are those thoughts objectively different than the actual criminals? Finally you could also "stare into the void" in the sense that you've seen so many warped and messed up things you begin thinking darker and darker thoughts. The system now would see you as a potential danger.
