2021-03-06 16:12:22 +0000 UTCI haven't fully gone through and tested it, but it looks like everything works if in the computer region settings, "Language for non-Unicode programs" is set to "Chinese-Simplified" (other variants of Chinese may work as well). It's best to do this before extracting the zip file as well. Japanese will not work in this situation (it can in some circumstances, but not here), I believe some of the scripting language still might have Chinese characters in it which causes the problem. I tested this on both this version and the original Chinese version, they both have the same potential issue and the same fix.
