This is the issue Garnt had, when i was not in spawn everything worked, but then he was near spawn he could not do anything. To fix this either give him mod or remove spawn protection in the server config

When he tries to place things down, his client thinks the item is placed, but the server doesn't, so it "disappears" from his inventory, a simple fix is to click on the "empty" slot that he was holding the item, and it will reappear. A better fix is to just give him mod.
