Beatrice did say that when one refers to The Witch they are most likely referring to Satella. But that's because in Season 1 Beatrice said to Subaru that 400 years ago Satella the Witch of Envy killed the other Witches of Sin. So we do know that others did exist. Its just that now in the present the world only remembers Satella, so when someone mentions the witch they are more than likely referring to her. That's what Beatrice meant. Its like when someone refers to Nazi, they are more likely talking about Hitler cos he is the biggest popularised figure in history when referring to Nazi Germany. Like we know that there were other Nazi Party Officials, but everyone only remembers the biggest name. Think of Satella as the Hitler of the Re:Zero world that everyone knows of cos she was the one responsible for almost destroying half the world. Even speaking her name is viewed as a sin cos that's how horrific she apparently was in history.
