It’s never really explained, but the way I interpreted it was the notebook belonged to Ryuk so Shidou had to take possession of the notebook by touching it first and then after he touched it, any human who touched the notebook after would be able to see him. Edit: actually that notebook belonged to Rem and she died so the notebook had no owner at the time. But my theory still holds.
