Misa is irrational and blinded by an infatuation for Light, but apart from him she's not stupid. She'd likely be the smart character in a different show. If anything her drop off is a failure of the writers and a bit of a plot convenience. Too much power for high level intellect. She has her moment though. Rem is also rather sharp. If the authors said that the Shinigami did the planning for the tapes in some interview somewhere, I defer to that, of course.
