21:00 there's not actually that many people working in governemnt compared to total population but the more complex the governemnt gets the harder it is to react to anything
noone can actually enact any solutions to problems, only vote on wether a program to find potential solutions should be funded whic hthen later on may have a proposal which gets checke again and again and the nvoted on again and then voted on again
which does have the benefit that some random guy coming up witha stupid solution to a problem cannot force millions to starve to death
but it also means that if you have a sudden problem to react to you may jsut be left with ignorign the problem and hoping it goes away
ideally you would ahve to find a balance between reliability and ability to react

20:00 its also just a spreading of responsibility - which in theory makes things more reliable as long as nothing goes wrong but makes it incredibly difficult to react to sudden problems because you have that incredibly complex buerocratic machine
on the up side that means that a single persons mistake can't mess up your well working system but on the down side it means that if anything does go wrong you have to hold a meeting to decide to hold a meeting to decide to hold a meeting where you form first ideas for how you may potentially be able to react to a crisis that has escalated to catastrophe by the time the first meeting ends

longevity of humanity makes sense in a setting where humanity is under constant attack - if you increase that risk for your own gain that kinda sucks - but here its used based on pure speculation which they make up as it suits them - they got erwins fatehr and armins parents based on banning interest in the outside world which is far more flexible bs since it basically bans personal thoughts
