Not really. Mark explicitly said that since she was with Ross, he didn’t want to make any moves on her. This suggests that Mark was genuine in offering Rachel the job, and only started liking her after they began working together.
He seems too smart to think that offering a job to a girl he wanted to date from the beginning would work out well. Ross’s whole issue was that he believe Mark was trying to get with Rachel from the beginning, but that wasn’t the case. And then, even after Mark developed feelings for Rachel, he was mature enough to keep them to himself because Rachel already had somebody. So Ross never had anything to worry about, even before considering that Rachel wasn’t interested in Mark, which was the only thing that Ross should have concerned himself with.
How mature was Ross, on the other hand? Break or no break - and they really were on one, Rachel even said it herself during the breakup argument - Ross went and slept with another woman only a few hours after the break began. First chance with another woman who he wasn’t even interested in, and he took it.
Mark’s admission to Rachel in this episode makes Mark look better and Ross look worse, not the other way around.

I never liked them making Mark actually into Rachel. It validates Ross' jealousy too much. Idk, it kinda felt like bending over backwards to make Ross more in the right. Ross having issues with possessiveness and jealousy makes sense for who he is, for what happened with Carol.
