Babylon 5 is an excellent show. One of my all time favorites. I was always curious about that running joke. Like Sheldon, I'm a pretty devoted Star Trek fan, especially of the original series. Babylon 5 hit the same sweet spot for me.

Penny commented that it was, after all, rather delightful that they had been neighbors, only to be met with the retort, “I shall explain later.” It is important to note that Howard is of Jewish heritage, and it is likely that Bernadette’s relatives were not particularly inclined to view Jews favorably in Poland during that era.
