As folx have said above Helen Hunt's character and Ursula came from another sitcom called Mad About You. Mad About You and Friends aired one right after another and both took place in New York City. The showrunners decided to have a little fun and have the universes overlap. Thus the twin for Phoebe. There are other overlaps too - remember the blackout in an earlier episode? That was triggered by something that happened in a Mad About You episode that had originally aired just before the Friends episode The One With the Blackout. We will see Ursula again from time to time throughout the series.
Mad About You was an established and successful show when Friends aired. Those two, Seinfeld and another show that hasn't has the same staying power (Madmen of the People) were all in a Thursday night lineup referred to as "must-see TV" in NBCs advertising campaigns. The shows all worked together so well that actually three out of the four shows had blackouts triggered by Mad About You that night.

The restaurant owner Monica was trying to impress was played by Jon Lovitz. He is a famous comedian turned actor who was quite active during this time. He hailed from SNL and had many memorable characters over the years- such as the talent scout from the film A League of Their Own and various roles on The Simpsons.
