I would also say that Issei not going further is also because he is that type of Character... at least in the Anime. He is a Pervert, but he still is considered. His Number 1 is Rias, so even if he is very tempted by offers from other Girls he holds back. Asia he sees more like the Sister type, while obviously her not being his Sister. And yeah, Issei probably could do stuff to Rias when she is in his bed, but again, he is considered and holds back. Because he doesn't wants to take adventage of her sleeping in his bed, so he wants her permission to do stuff to her. And then there is the thing, while we know that he likes Rias and Rias likes him, like we saw in this Episode. In his mind he doesn't thinks that he will 100% be with her. He thinks "if she gets a boyfriend, that would suck" he wouldn't like to see that. So he knows that their might come a point where Rias gets the next political marriage proposal like with Phenex. But I must say... At least Issei gets more done with the Girls than many other MCs with Harems, where most of them are literally oblivious to anything.

2024-04-23 16:09:14 +0000 UTCOne thing I would like to say about Issei not being a real degenerate, the editor for High School DxD literally said that sex is not allowed to happen and they will never allow it, so the writer can’t let Issei go further even if the author wants him to. Later in the series Issei was supposed to power up by sucking on Akeno’s breasts but the editor forced it down to no physical contact at all, and the power he gets is different. That’s why in the retconned novel series without the editor Issei has children but in the main one he remains a virgin.

2024-04-23 15:49:02 +0000 UTCIssei didn't go further bcoz this series still an anime that still hang on the anime-hentai boundaries although slightly towards anime content unlike Redo of healer that go beyond the taboo boundaries. still yeah I agree with Issei kind of "fake degenerate" since he didn't push all the way with the girls. btw I think next 2 episode there's some important stuff to note so less ecchi stuff especially "oppai" happening next 2 episodes.
