2021-03-09 02:24:21 +0000 UTCNo those two arrows are basically the same. In the manga it was explained that Kira's dad was one of Dio's top servants and was entrusted with an extra arrow to safekeep. Kira says the arrow sensed his distress and will to overcome his situation and granted him a new power to achieve it. It's just like how people with strong wills awaken stands in the first place except Kira already had one so it was upgraded. It's not like in one piece where eating two devil fruits just kills you lol. The arrow is shown to be attracted to strong wills and emotions. It will be explained more in depth later on but you know how Araki be he's just not the type of author to straight up explain something to you if he wants you to interpret it yourself.
