How can people fear Hody when he couldn't even beat Zoro underwater

But there's probably more to it, ability-wise. Even to this day, Shanks is the only one who damaged an inanimate object with his Conqueror's Haki. This may be because of his individual strength/will and mastery, only Oda knows for sure.
