Dragon Knight's Helm

Wondrous item, very rare (requires attunement)

This helmet is designed in the likeness of a dragon. While wearing it, you gain a +3 bonus to initiative rolls and Charisma (Intimidation) checks you make, and the damage you take from any dragon's or dragonborn's breath weapon is reduced by half.

In addition, roll a d6 at the start of each of your turns while in combat to determine which of the following properties is available to you that turn.

1–2: Fly. If you take the Attack action on your turn, you can forgo one of your attacks to gain a flying speed of 40 feet until the end of the turn. When you do, illusory dragon wings sprout from your back for the duration. You fall if you end your turn in the air and nothing else is holding you aloft.

3–4: Roar. If you take the Attack action on your turn, you can forgo one of your attacks to release a thunderous and bellowing roar. Each hostile creature within 30 feet of you that can hear you must make a DC 16 Wisdom saving throw. On a failed save, the creature has disadvantage on the next attack roll it makes before the end of its next turn, and it has disadvantage on all attack rolls it makes against you for the same duration. A creature automatically succeeds on the saving throw if it can't be frightened.

5–6: Fire Breath. If you take the Attack action on your turn, you can forgo one of your attacks to exhale fire in a 15-foot cone. Each creature within that area must succeed on a DC 16 Dexterity saving throw or take 3d8 fire damage.

And the people, long suffering beneath the dragons' reign, sought far and wide for one who could reveal the dragons' fear. In time, they found an ancient wyrm, ailing and decrepit, possessed of only bitterness to her brethren. And she spoke, "Dragons fear first that which can match their voice in challenge, for it cannot be cowed."

The people wondered at this; perhaps a great king: strong in command, born to rule?

But the dragon shook her head, and went on, "Dragons fear next that which neither claw can rend nor breath destroy."

And to this the people asked, is it a giant: inured to their elements, mighty in voice and stature?

The dragon scoffed, and gave at last, "Dragons fear last what can pursue them, even into the heavens."

And the people understood then: what a dragon feared most was a dragon.

How do we feel about swapping the breath weapon on a 5-6 roll to match the metallic dragon breaths of whatever material the helm is made from?

With Resistance being its own specific mechanic, there are plenty of weird abilities that can ignore resistances or otherwise affect how it works. Also there is a common spell called Dragon Breath that any non-dragon or Dragonborn race can potentially cast. Stating plainly that it is half damage from dragons and Dragonborn means it leaves no loop holes

Wouldn't the wording "you have resistance to damage from Dragon breath weapons" have made more sense? Resistance would already assume half damage and you don't have to specific that it's dragons and dragonborn (since dragonborn fall under the category of dragon in the case of their breath weapons).
