It would not make sense for potentials to get dreams. Only slayers. I'm not sure why they wrote it like that when they made it a specific point to say that some girls never even know about anything supernatural, never see a vampire except in pictures, have no idea what a slayer is before someone else tells them. etc. If they all have dreams preparing them for the possibility of being the Slayer, all of that is moot.
