I saw this during its original airing on Adult Swim. It's hard to believe that the love scene would have been controversial on its first airing, but a lot has happened in the last 20 years. While homosexuality was not prohibited in Japan at the time, it was still somewhat taboo; same-sex marriage is still not permitted to this day, although some city districts offer a "separate but equal" partnership status. Against this backdrop, I think it speaks volumes that the animators added the scene entirely without social commentary, picking up the torch from Sailor Moon which had concluded only the year before.
