Koichi can go pretty fast with his slide quirk, he just doesnt because if he went too quick stopping become dangerous cause he didn't have any brakes (or at least thought he didnt) being able to break means he can raise his max speed by quite a bit. He might not be Ingenium but like he said, he also has way more control in urban environments than he does, plus he can move in any orientation/dimension since he sticks to walls/ceilings
