Remember, Mei ages really fast. Not too long ago she was younger than how we see her now. So I would assume/hope that they would at least wait until she ages to a certain point before doing their.... "ritual." Also, in the flashback she was an adult, so that seems like it might be her original/true form, that she might be slowly getting back to? Most of her powers might have been taken from her, and that might be why she regressed to being a child. Idk for sure, though. That said, it's still fucked up cuz she doesn't even want any part in it.
