You do realize they aren't all in the same place? The Pacifistas at the rear of the battle are far from the front, where the priority is Ace. Even Whitebeard cannot be in two places at once. Turning back would be a strategic mistake, and a long distance burst from him needs to avoid hurting his allies, which is why he only aims them at ice and Marineford.

One of my problems with this arc: why arne't any of the stronger characters doing something? Marco is strong enough to easily defeat these pacifistas but, again only fighting fodder. None of the commanders really do anything. Whitebeard is just standing in one place. He could destroy them in an instant. Why isn't he attacking? Who knows. Its so frustrating and why this arc is my least favorite.

So to remind you, the Pacifista that Luffy and the others faced in Shabody they had taken down after giving it everything they had, but another had shown up alongside Kaizu and the Straw Hats were too worn out to do more than run. If Kuma hadn't shown up when he had, sending that Pacifista away along with Luffy's crew, then they would have ended up captured or worse.
