Buggy has insanely high luck and charisma. Even in his losses, which he laments, Buggy has been incredibly lucky. Had he went against any "serious" pirates or Navy admirals Buggy would have likely been killed. However, because his opponents have been Luffy and some know-nothing Navy scrubs he's lived to tell the tale. Also because he was captured by aforementioned scrubs he was locked up in a low-security cell with no sea prysm cuffs due to their ignorance of his Devil Fruit powers, setting him up to profit from this unprecedented turn of events.
