When they wrote the song "You're A Mean One, Mr Grinch" I think that they were writing about the Celestial Dragons.

Everyone, even the Navy, will look the other way when the Celestial Dragons do something because they're just that over-privileged. Even pirates, who generally don't listen to anyone, even they will give the Dragons a wide berth because they don't want to have to tango with an admiral before they go on to the new world. This makes Zorro going off on his own especially troublesome, as because he didn't go with Luffy and the others the didn't hear Hachi's description of what the Dragons look like. and we all know that Zorro doesn't take s#!+ from anyone.
