2021-09-24 06:11:32 +0000 UTCI don't know, if others explained it already, but the Coby in the MArines-Story was not a Filler. The Manga actually tells a lot more extra stories in the Cover-Pages of the Chapters. For weeks, the Coverpage of the chapters show one panel of an ongoing narrative, detailing adventures of Characters from past Arcs. The first two of these coverstories (Buggys adventure and Coby and Helmeppo in the navy) got turned into episodes, as they are easy ways to pad out time for the Anime, while still showing canon stuff. All of these stories are canon, and almost all have already found their way back to the main story. You see Coby here, you saw Buggy earlier, story #3 was Jangos Dance Paradise, where he meets Fullbody and joins the navy, only to show up in the main story as they flee Alabasta. Sadly, the Anime for some reason stopped making these stories into episodes...
