The skill (unlimited imprisonment) prevents any interaction with the outside world. So even though Rimuru consumed Veldora the barrier is preventing him from using predator to steal veldora's skills. Also his skill Great Sage is more like a personal A.I, it isn't all knowing and can only learn things that are related to what Rimuru interacts with. As the series goes on and Rimuru does more stuff Great Sage will get smater and smarter.
