Fluder presented the idea of going to Nazerick, this was right after Ainz visited the empire to search for work and make connections, and then met with Fluder whilst he was there. So Fluder has only been under Ainz's order for a short time, about 3 episodes now.

2020-11-21 22:49:18 +0000 UTCAinz confronted Fluder as Mono right after the scene where Fluder tried to take controll of a Death Knight. Because when they came out of that area where the Skeletons are the Soldier came to Fluder and said that that Adamatite Adventurer wants to meet him, what we saw in the Flashback here at the end. And yeah Fluder is a big Magic Nerd thats wants to get as much knowledge as possible about magic, and he is extremely Strong (based on the standarts of this World). Thats why it would be devestating if they demote Fluder, because he keeps threats away from the Empire because he is a threat for attackers. And he was always interested in Ainz, after he heard rumors of Ainz being a stong magic Caster. Now he saw who Ainz is and how strong he really is, which is unreal compared to everyone else in this World. Thats why he said "You are truly of the tenth tier", because if we go back to the basics of the World T3 is already really high and the highest the Strongest people could use is like T5. The only exception is Fluder he is like the only Human that is able to use T6, but yeah thats still not even close to the difference in power compared to T10. And the whole Worker thing was all planned by Ainz/Demiurg and Fluder set in into motion by telling the Emperor about a undiscovered ruin, all in order to make people aware of Nazaricks existence.
