the three great powers that Yosaku mention is the big scope of One Piece world. You will learn more about this as the story goes on. one of that great power is the Seven Warlord and Hawkeye Mihawk is one of that member another Warlord that have been mention is Jimbei. Arlong just used to be in Jimbei's crew.

2020-05-12 22:37:32 +0000 UTCFYI, Arlong is NOT a Warlord. Jimbea is the warlord and Arlong used to be in the same crew as him. If you remember, Arlong had a bounty on him and is wanted by the marines not working for them. The marine in the episode was just corrupt. By the way, the Seven Warlords of the sea are called by the title Shichibukai for which Seven Warlords of the sea is basically the translation.
