"[Ochako and Tsu] were kinda on the sidelines." Yep. I've mentioned this before, but that's my only major issue with the arc. The girls, especially Nejire, had so little direct involvement. I actually think that's one of MHA's flaws, the female students haven't really gotten any big moments yet in arcs where villains show up. (Granted, they do tend to get focus during arcs involving school stuff, like the Sports Fest or the Spring Term Exams)

II’m inclined to agree, though I wouldn’t say it gives off filler vibes. More lighthearted story arcs are needed to cool the atmosphere down. Think of it as the falling action after a climax. That way the next arc can begin to employ rising action again and the viewer isn’t faced with a multitude of giant plot points and action back to back. In short, I’d refer to it as good pacing.
