So about Garou's hair, if you missed it, right before the color change, you can see him grab some blood and ruffle his hair with his bloody hands, so yeah it is blood he wiped all thru his hair.

I mean he's not a good guy, but i wouldn't call him a straight up villain, i'd say he's closer to an anti-hero than a villain. Plus at this point he's pretty much one of the protagonists for the show.
