Mineta's sticky balls are surprisingly potent, there doesn't appear to be anyway to remove them once they stick and they don't seem to transfer force between the objects they bind, so even if someone really strong was stuck to say a building, they couldn't rip the the material off the building to get loose. (This is partially speculation on my part, we've never seen his power actually tested in this fashion)
