She was a once a human witch that turned into a Majin, but her powers are still entirely magic based, once she activates the anti magic barrier she becomes basically defenseless, and since she is technically behind "enemy" lines that means she would assume to die either way. Either she refuses Clayman and he kills her and then goes after Yomu (or the other way around to make her suffer) or she follows his orders, Yomu get's spared, but she will be killed by the people of Tempest. Also just to already give a bit of extra information skills and magic are two separate things, Magic is a technique you study and learn, similar to a form of science and you use magicuels bend the laws of the world to your will/idea. Skills are an a inherent power created by and embedded in your soul. Myulan's an anti magic barrier will only stop you from using magic but it wont stop skills from working. Well if you skill is one that helps you/lets you produce magic and does nothing else you are shit out of luck, but Skills like Rimuru's Great Sage or Predator aren't affected by it. So while the anti Magic barrier does cripple Shuna, who is like Myulan mainly just a magic caster, Myulan's barrier alone wouldn't do anything to Shion, as you rightly assumed,
