soo i would think they ''fled'' to sanctuary beacuse they knew they will be 100% safe there (i guess you need that necklase or something to enter.. even though Roswaal didnt have one.. i guess..) :D and Roswaal was sure he can enter the trial and get everyone out (why they show us later) but.. Roswaal should be more than capable of handling the cult.. not sure why he fled aswell..
