In our society, making out and having your tits out is inherently sexual/sensual and even if it's just an act of friendship to them, I don't think you can judge the people who see it as sexual or "hot" either. There is a line to what most people see as sexual or just expressive but it's not a clear one and there's a lot of regional differences to what's seen as "normal".
