2025-01-26 12:27:51 +0000 UTCnot sure how clear it was from the dialogue but the machine that tests the hunters is intentionally built to not be able to measure S-Ranks just so they can say "Hey, please come back tomorrow, we'll prepare a better machine" and thus gaining themselves a day of time to scout the S-Ranks, with their limited government money, before they have to announce the Rank publicly and the five top-rank guilds can just offer 10 or 100-times the money.
