Viktor's goal is to evolve human life beyond "humanity" through hextech -- it calls back to the end of episode six, where he discusses what he considers caused the "failure in the commune": humanity and all its contradictions. He's so focused on "healing" people that he considers the imperfections that make up the human experience to be a burden. His perspective is meant to feel misguided and threatening; the show isn't really interested in engaging with it as a realistic option, because it isn't. He's "gone too far" in his attempts to help. And it makes sense -- one of the show's biggest themes is embracing the duality of human nature and loving people despite their imperfections. He represents the antithesis of this point of view -- he wants humanity to be perfect. Your mileage may vary on whether you think this contrast is portrayed well enough though.
